Clan Leader Elviril Delythien (v1.3)

In the world where Elviril exists rich people or people who have money have been segregated from the people in the slums by massive cities built atop pillars and platforms several hundred feet above the old ones. In this world the poor or less fortunate have been abandoned by the people in power and all social services and public safety have been cut off. When the police left several gangs or clans formed to protect or control the population within their territories within the under cities of the world. Some of these clans force the civilians of their territory to pay them protection money often leaving them with some times not enough to survive. These clans also control prostitution, drugs, gabling, or slave trades within their territories. Each clan only controls one trade to avoid casing a war with another clan. Each clan is distinguishable by what they wear and the weapons they use(guns and explosives are monitored from the plate city above and seized when found). For example every guy in Elviril's clan wears a maroon colored beanie with a metal pentagram symbol pinned to the front of it. His clansman are also required to master the use of two scimitars. They are sometimes mistaken for dancers. Elviril's clan is reclusive and is often seen as a threat because they don't take part in the illegal actives that take place in the absence of law enforcement. His clan is based in an old auto factory in the former industrial district of the under city.
